Shall the Adelanto Elementary School District incur an indebtedness and issue bonds in the maximum aggregate principal amount of $7,000,000 with interest at a rate or rates not to exceed the maximum interest rate permitted by law at the time of sale of such bonds on behalf of Community Facilities District No. 3 (CFD), provided, however, that: (i) the proceeds of such bonds shall only be used for the single purpose of financing those facilities and expenses set forth in Exhibit A to this Official Ballot; (ii) the CFD shall be required to establish an account into which the proceeds of such bonds must be deposited; and (iii) the chief financial officer of the CFD shall be required to file an annual report with the legislative body of the CFD in accordance with Government Code Section 50075.3, shall a special tax set forth in the rate and method of apportionment, which has been provided to me, payable solely from lands within the CFD, be levied annually upon lands within the CFD to pay for the principal and interest upon such bonds, to pay for the costs of facilities and expenses described in Exhibit A hereto and to pay the costs of the District in administering the CFD, provided, however, that: (i) the proceeds of the special tax shall only be used for said single purpose of financing those facilities and expenses set forth in Exhibit A hereto; (ii) the CFD shall be required to establish an account into which the proceeds of the special tax must be deposited; and (iii) the chief financial officer of the CFD shall be required to file an annual report with the legislative body of the CFD in accordance with Government Code Section 53411, and shall the annual appropriations limit for the CFD be established in an amount equal to the total of all proceeds of the special tax collected annually, and as defined by Article XIII B of the California Constitution, as adjusted for changes in the cost of living and changes in population? The special tax is imposed at the following rates: $126.90 per dwelling annually; $81.27 per parcel for vacant land up to 10 acres; $113.98 for vacant land up to 25 acres; $149.84 for vacant land over 25 acres; $252.34 for commercial parcels up to 5,000 sq. ft. $344.97 for commercial parcels up to 20,000 sq. ft.; $487.53 for parcels up to 50,000 sq. ft.; and $630.06 for parcels over 50,000 sq. ft.
